African Export-Import Bank (Afreximbank) is expanding its substantial credit exposure to the Dangote Group, structuring financing facilities for the industrial conglomerate’s planned energy and refining expansions across East Africa.
The move deepens Afreximbank’s existing financial commitment—which already exceeds $1.5 billion across Dangote’s petroleum refinery, fertilizer manufacturing complexes, and subsea pipeline networks—as the group scales its footprint beyond Nigeria into regional markets.
Scaling East African Energy Infrastructure
The latest expansion phase centers on establishing modular refining, storage, and bulk distribution terminals in Kenya to serve the broader East African Community (EAC) market:
• Strategic Location: The Kenyan project aims to process crude and distribute refined products directly across East Africa, reducing the region’s exposure to volatile international freight charges and middle-east supply bottlenecks.
• Trade Facilitation: By financing intra-African energy trade flows, Afreximbank continues its mandate under the African Continental Free Trade Area (AfCFTA) to back large-scale regional industrial champions.
• FX Mitigation: Structuring local and regional currency trade settlement mechanisms around the refinery’s supply chain aims to ease foreign exchange liquidity pressures for East African fuel importers.
Risk Management and Institutional backing
Afreximbank’s growing portfolio concentration in Dangote Group assets has drawn close attention from credit rating agencies and financial analysts evaluating single-borrower risk limits.
However, bank executives maintain that the exposure is heavily mitigated by several core factors:
- Cash Flow Performance: The operational ramp-up of the main 650,000-barrel-per-day Lagos refinery provides strong, foreign-currency-denominated revenue streams.
- Asset Quality: The debt facilities are secured against critical industrial infrastructure assets, fertilizer export off-take contracts, and structured sovereign trade guarantees.
- Syndication Strategy: Afreximbank serves primarily as the lead arranger and guarantor, syndicating large portions of the debt facilities to international and regional commercial banks to distribute net balance sheet risk.
